Advocacy - Dictionary
CMAQ - Congestion Mitigation and Air Quality, a program with in TEA-21 that provides funding to areas that are designated by the USEPA as non-attainment areas or places where federal air quality standards are being exceeded on an ongoing basis or where exceedences have occurred in the last three years. CMAQ funds must be spent on projects that help reduce ozone, carbon monoxide or particulate matter pollution.

FHWA - Federal Highway Administration
ISTEA (Ice Tee) - The Intermodal Surface Transportation Efficiency Act, passed in 1991 by Congress, authorized the Transportation Enhancements program and made $2.8 billion in TE funds available to States through the FHWA
through 1998.
Authorization - a grant of authority
to the executive branch of government to spend
money for specified purposes
Surface Transportation - all elements of the intermodal transportation system, exclusive of aviation but inclusive of water.
TEA-21 (Tee 21) - Transportation Equity Act for the 21st Century, passed by Congress in 1998, re-authorized and expanded many provisions of the Intermodal Surface Transportation Efficiency Act (ISTEA), including Transportation Enhancements and provided an additional $3.6 billion for TE through 2003.
TEA-3 (Tee 3) - the third iteration of the transportation vision established by Congress in 1991 with the Intermodal Surface Transportation Efficiency Act (ISTEA) and renewed in 1998 through the Transportation Equity Act for the 21st Century (TEA-21).
TE (Tee Eee) - Transportation Enhancements a program of TEA-21, which encourages diverse modes of travel, foster local economic development, and bring direct benefits to communities from transportation spending. Projects eligible include improvements to bicycle and pedestrian infrastructure, rebuilding sidewalks networks, and scenic historic preservation. TE programs work to create links between communities and transportation.
